When you cry, your eyes produce tears. All that water has to come from somewhere, so your body sends more blood pumping towards your eyes. You have loads of tiny blood vessels (little tubes that blood flows through) in your eyes, that you normally can’t see because they are so small. Because so much more blood is being sent through, these get bigger and you see them as red lines or redness in your eyes.
Unless your eyes change colour to something like bright green, in which case it might be because you’re a superhero.
